Unknown UPI ID: a payment that never leaves the phone

Trigger: The Virtual Payment Address (VPA / UPI ID) does not resolve to a valid, active account — a typo or a deregistered handle.

What operations sees first: The payment stops before any debit; the payer is told the UPI ID could not be found.
